The planning system in Scotland is currently undergoing a radical transformation as reform and development take hold. From pylons to school buildings, wind turbines, new roads and critical infrastructure; planning affects lives of individuals and communities in every part of the country. This has recently been highlighted with strong public reaction to national projects including the Beauly-Denny electricity transmission line and the Forth Road Replacement Crossing, as well as more local projects such as the Trump International Golf Links and the Aberdeen bypass. With major infrastructure plans and local planning developments affecting communities across the country the planning process is set to be in the headlines for the foreseeable future.

Community planning has a central role within the second National Planning Framework (NPF2) and it is vital this is assessed to establish its effectiveness in meeting the core challenge of engaging with the public to ensure they are a central part of the planning process. This conference will consider the role that community planning plays within planning policy, and how that supports the Government’s objectives of economic growth, sustainability and for the development of our communities.

This conference is a chance to debate the current effectiveness and future challenges in making the planning process inclusive, with local people more involved in the decisions that shape the development of their communities. It is also key that all reforms ensure planning developments contribute to sustainable economic growth. Planning must deliver sustainable results ensuring the development is in the right place, and of the right quality. So what is next for involving people in the planning system? How do we develop our methods of community engagement? What is working and what isn’t? What role is there for technology and e-planning?

As we tread the path of planning reform and modernisation we can’t afford to fail in how we include communities, not simply for democracy but for the economy, regeneration and the future of Scotland.

Key questions and issues to be debated:
  • What is the role of the community in planning decisions? Is it an additional burden or can it be a benefit?
  • The need for culture change to ensure that community planning is not merely communication but inclusion
  • What can be learned from case studies of some of the most contentious issues in the past year?
  • Given the primacy of the local agenda how can the planning process combine both public engagement and commercial instincts?
  • How are ePlanning and other solutions helping to improve the planning system?
  • What solutions should the planning process embrace?
